Singapore Horizon Europe talks have broken down

Beset by human rights concerns, the country will instead give its researchers money to join EU research consortia. But democracy projects are not covered

Negotiations between Brussels and Singapore to associate the city state to the EU’s €93.5 billion Horizon Europe research and innovation programme have broken down, the European Commission has confirmed.

Instead of joining Horizon Europe, Singapore has launched grants for its researchers to join EU research consortia, although the part of the programme focused on democracy and human rights won’t be covered. 

The failure to associate Singapore is a rare miss for the Commission, which has so far brought Canada, New Zealand, Japan and Australia on board as it tries to expand Horizon Europe into a global programme
